We are happy to invite you to our Annual Nordic Public Procurement Conference in Stockholm.
The conference is of interest to lawyers, all purchasers from the public and utility sectors, their suppliers and consultants. The programme is of interest to delegates who wish to be up to date on the new directives and its application. The programme will provide an overall review of the subject, and deal with the practical operation of the new Directives.

Framework agreements - a question of loyalty
  • Are framework agreements binding? For whom? To which extent?
    • Binding for the contracting entity? Obliged to buy? Obliged to buy to cover its needs? Or free to start a new procedure during the contract period?
    • A need to define the scope in positive terms (e.g. small purchases) and negative terms (not the big purchases)?  
  • Binding for the supplier?
    • Why accept incapability to deliver?
    • Is supplier obliged to submit tender in mini-competitions?
  • Should unsuccessful tenderers be obliged to respect the award (and refrain from marketing during the contract period)?
